A double loss for jobs in Newbury

BOTH Peacocks stores in Newbury have closed following the sale to Edinburgh Woolen Mill.

This makes a further blow to the Kennet Centre as It's former sister store BonMarche is also closing following it's sale last month. BonMarche is due to close on 28th February.

Peacocks also had a store at Newbury Retail Park which only opened in 2009.

On the good news side, Bright House are due to open in the former Gimmie Gizmo and Past Times stores in the Kennet Centre

99p Store comes to Newbury

99p Stores is set to open it's latest store in Newbury tomorrow(Tuesday 29th) at 9am in the shop previously occupied by New Look in The Kennet Centre.

The new store has created 35 jobs for local people.

West Berkshire Council to make £9m cuts

A key government response has been to cut back on public spending. Local government is being asked to make a contribution to this, through reduced central government grants to local councils. For all councils this means a 28% reduction in grant over four years.
About a third of West Berkshire Council's income is from central government grant, most of the remainder coming from council tax. This means a requirement to save some £28m over the next four years.
West Berkshire Council's response is publication of a draft four-year Council Strategy that prioritises key services - in line with wishes from local residents - recognising the imperative of working within our means. This is now out for public consultation and can be found at www.westberks.gov.uk/councilstrategy Responses are needed by 7 January.
The situation in planning for 2012-13 is made more difficult by increasing demands on our adult social care and services for people with learning disabilities, plus inflation of some 5%. As a result, there is an unavoidable need to make savings of £9m on the current £125m budget.
This means some difficult decision-making. Last year we cut spending by around £8.2m, and a lot of that came from support services, or 'backroom' staff. This coming year's requirement - for even more than that - means there will inevitably be some effect on front-line services for residents, but all our efforts are on keeping that to a minimum wherever possible. The four-year Council Strategy will be used to guide where savings should be made in the future.
We have already identified a further £3m savings in staff, including management, which would mean the loss of 47 employees. This is on top of the 120 redundancies made last year, which was almost 10% of our workforce.
We are aiming for a further £4m saving across all departments, including support services. Details of these will be worked up over the coming months.
By far the greatest expenditure for the council is on services for vulnerable groups, much of it discretionary. The current year's spending of £38m on social care for adults and those with learning disabilities being the prime example. While remaining a priority for the Council those services, given the scale of expenditure, cannot remain immune from savings. It is proposed to make around £2m savings here. That said, over half of these would be through efficiencies or price reductions, not withdrawal of services. So savings directly affecting vulnerable groups would be around £1m or less than 1% of the Council's current budget. Some of these are discretionary benefits, and we would be looking to voluntary groups to support and further help reduce costs.
Before any agreement on these proposals, it is important that the affect on vulnerable groups is fully understood. That is the reason the Council is putting forward these savings proposals now.
Over the coming weeks, the Council will be talking to representatives of these groups to understand the likely impacts of savings, to explore any possible alternatives, and to identify any mitigation measures put forward.
Within this process, it is important to note that the Council funds a number of voluntary groups, yet none of this funding is 'statutory'. The Council currently gives more than £3m to the voluntary sector. The above savings represent only around 5% of that.
Once this process is complete, the Council will be in a position to draw up final budget proposals for the new year.
West Berkshire Council Leader, Graham Jones, said: "As a district we are well-placed to cope with some of the worst affects of the economic recession. However, the district council is duty bound to make its contribution to reducing the national deficit in line with demands of the coalition government.
"Savings are unavoidable and difficult decisions are having to be made, but we believe we can meet this challenge through prudent financial management which will allow maintenance of the most important front-line services for local people."

Santa will be visiting Newbury

Kennet Shopping have confirmed that Santa will be visiting Newbury this year after weeks of uncertainty.

It was unsure if anyone was having a Santa this year after Debenhams who normally supply the Kennet Shopping Santa re-located their main store to Parkway, and no one knew if the new Debenhams or Parkway would be having a Santa.

Children will be able to visit Santa & receive a gift free of charge on Saturday 10th December at Kennet Shopping.

Police appeal after cyclist injured in collision

Thames Valley Police is appealing for witnesses after a 32-year-old cyclist was injured in a collision in Thatcham this morning (24/11).

The cyclist was in collision with a grey Audi A3 in Thornford Road at about 6.45am.

The cyclist was taken to Basingstoke Hospital where it was found she had suffered a collapsed lung. Her condition is not life-threatening.

PC Mark Brazier, based at Three Mile Cross Roads Policing Unit, said: “The collision happened at a junction with an industrial park and there were several other cars in the area at the time.

“I would appeal to the drivers of these cars, or anyone who witnessed the collision, to come forward as soon as possible.”

Police appeal for information following serious collision

Thames Valley Police is appealing for witnesses to a serious road traffic collision in Newbury.

The incident happened at around 3.07pm yesterday (23/11), when a 48-year-old man, who was walking towards Wash Common, was involved in a collision with a grey Fiat Punto.

The man suffered serious head injuries and was taken to the John Radcliffe Hospital, in Oxford, by Air Ambulance.

PC Gareth Miles, from the Three Mile Cross Roads Policing Base, said: “I am keen to speak to any witnesses to this incident and I am especially keen to trace a woman who spoke to the driver of a Fiat Punto immediately after the collision, but who left the scene prior to police attendance.”

Lions Club Fireworks Displays 2011

The Lions Club of Newbury are organising their annual Fireworks Display at Newbury Racecourse on Saturday 5th November to coincide with the 90th Anniversary of the Royal British Legion.

Every year this event proves to be the greatest pyrotechnic display in West Berkshire and is enjoyed by thousands of people, some of whom travel great distances just to enjoy the spectacle. As in previous years the Firework Display will be augmented by some stirring military music to help celebrate the work of the Royal British Legion.

To help you there are excellent deals for those of you who purchase your tickets in advance when you really can save money, and we have reduced the cost of tickets for 2011. Tickets bought in advance are £4 for adults, £3.50 for those aged 5 to 16 years and just £12 for a family ticket (2 adults and 2 children) and are available from Tesco Superstore in Newbury and on the A4, Newbury and Thatcham branches of Newbury Building Society and The Corn Exchange. On the night, entrance is just £5, with those under 5 admitted for free.

In 2011 in addition to the fireworks and fun fair we welcome back Heart Radio to the Racecourse who will again provide that extra dimension to our event. The venue boasts a large sheltered area as well as offering excellent views of the firework display and plenty of free parking.

Members of Newbury Lions will, as usual, be selling hot and cold drinks, burgers and hot dogs and running a bar – all at reasonable prices. There will also be sales of doughnuts and novelties. The profit, in conjunction with the gate monies, is used to help us fund the numerous charitable requests we receive from within the local area. In the past 12 months the Lions have distributed in excess of £21000 in supporting those whose need is greatest and we continue to do this with even more demands on our funds at this time.

Safety is paramount for this event. The fireworks are separated from the public by the racetrack and 3 sets of fences. The Red Cross, as usual, will be on hand in case of any emergency. As in previous years, and in line with DTI regulations, no sparklers will be sold or permitted on site.

The gates will open at 5.30pm and spectators can visit the fun fair, mingle with the crowd, enjoy the sounds of Heart FM or enjoy the delights of the various refreshments which are available before the firework display itself begins at 7.30pm. This event is always well supported, with the spectacular display again organised by Fireworks and FX Advanced Pyrotechnics Ltd, who promise 2011 will be bigger and better than ever.

Newbury Lions are most grateful for the support given by the Newbury Weekly News, Heart FM, Robinson Foods, Quantel and Newbury Tools and with a special mention and thanks to Newbury Racecourse for providing us with this superb venue again this year.

Newbury Library is playing host to celebrity and author Ulrika Jonsson on Wednesday 28th September at 7pm.

Ulrika is launching her debut novel 'The Importance of Being Myrtle'. The talk will last about forty five minutes followed by questions and a book signing.

Author JoJo Moyes reviewed Ulrika's book and said 'A considered, sensitive tale of family relationships, regret and coming to terms with one's past'.

Protecting council services by increasing income from parking

In order to help the Council meet the financial savings required to deal with the pressures on public finances nationally, a new Sunday parking charge is being proposed.

The new proposals would see a £1.00 charge introduced in the Council's Newbury car parks on a Sunday. As with the rest of the week, there would also be a charge of £1.00 after 6pm on a Sunday.

Many neighbouring towns such as Basingstoke and Reading already charge for parking on a Sunday. The charges there are similar, or in some cases more expensive, than those proposed for Newbury.

David Betts, West Berkshire Executive Councillor for Highways and Transport said: "These plans will bring Newbury in line with many of our near neighbours who already have similar arrangements. We have already done a lot of work in reducing costs so I hope that the increased income will go some way to helping the Council's overall financial position."

The plans will be considered at a full Council meeting on Thursday 22 September.

Bus Company agrees to take over services

An alternative operator is to take over bus services connecting Greenham and Wash Common with Newbury.

This follows Reading Transport's business decision to stop running these services from 27 August.

The Newbury & District bus company, which already operates several local bus routes within West Berkshire, will take over the routes covered by services 8 and 8A which link Greenham and Pigeons Farm with Newbury, and service 12 which connects Wash Common with the town centre, with effect from Tuesday 30 August.

Newly-introduced, low-floor buses will be operated on both routes by Newbury & District. Under the new arrangements the number 12 will continue as a half hourly service, while the 8 and 8A will revert to hourly as it was before January this year. Newbury & District's service 103 also serves much of the 8 and 8A route in the Greenham area, and tickets will be able to be used across these services.

Fares on the 8, 8A and 12 services will return to the level agreed with Newbury Buses in April 2010. This marks the end to the £1.00 adult and 50p child single fares.

Newbury & District are in the process of finalising the timetable and this will be made available shortly on board the existing Newbury Buses 8, 8A and 12 services. When it is completed the timetable will also be made available at; the Council Offices in Market Street, the Tourist Information Centre at the Wharf, Newbury and Wash Common Libraries, and at the Tesco supermarket in Greenham.

David Betts, West Berkshire Executive Councillor for Highways and Transport said: "This is very good news that we have successfully appointed another operator to ensure these bus services can continue. I am grateful to Newbury & District for stepping in and taking on these routes that I know are important to the communities they serve."

Simon Weaver from Newbury & District said: "We are pleased to be able to work with West Berkshire Council to maintain the services connecting Greenham and Wash Common with the town centre for customers in these areas. We look forward to being able to develop the services further in conjunction with the Council and encourage more people to consider using the bus for some of their local journeys."

Reading Transport will retain the 6 and 6A service (Newbury - Chieveley/Hermitage - The Ilsleys) after 30 August, under the Newbury Buses branding, with no changes to the routes or timetables.

With effect from 30 August, Stagecoach will take over the Newbury to Basingstoke 'Link' service with slightly revised timetable. Copies of the timetable are available from the Council Offices in Market Street, Newbury Tourist Information Centre or from Stagecoach on 0845 121 0190.

Forklift truck victim named

Newbury Coroner’s Office has formally identified the man who died near Northbrook Street, Newbury, on Wednesday (20/7).

Thames Valley Police officers were called at 9.10am to the Costain development off Northbrook Street in Newbury town centre, to a report of a forklift truck overturning. The driver of the truck was pronounced dead at the scene.

The driver has been named as Mark Williams, aged 41, from Nuneham Courtenay, Oxfordshire. An inquest into his death was opened today (25/7) at Newbury Coroner’s Court.

Funding Pledge for Museum Project

West Berkshire Museum is celebrating another step forward in its redevelopment plans following a pledge of £40,000 from the Headley Trust.

The Headley Trust is one of 18 grant-making trusts established by three generations of the Sainsbury family. The award is conditional on a successful second round bid to the Heritage Lottery Fund which the Council will be submitting next March.

Hilary Cole, West Berkshire Executive Councillor for Culture and Leisure said: "This is excellent news for the Museum redevelopment project. We are very grateful to the Headley Trust for pledging such a significant amount that will help us to create a fantastic new facility."

The Museum's architects, Buttress Fuller Alsop Williams Ltd of Manchester, will complete design proposals by the end of the year for a new building to house a visitor welcome area and resource centre. The project will also include restoration of the historic Cloth Hall and Corn Stores, which will house new exhibition spaces. It is intended that much more of the collection of around 100,000 items will be on display than in the past.

Public consultation on the plans will take place in early autumn, when the architects and museum designers will outline their proposals. In the meantime the Museum remains closed as staff and over 30 volunteers carefully check and pack objects for storage during the much needed refurbishment.

Women knocked unconscious & robbed

Thames Valley Police is appealing for witnesses after a woman was robbed in Newbury on Saturday (9/7).

The incident happened at about 9.30pm, as a 46-year-old woman was walking along the canal path under the A339, towards Victoria Park.

Two men approached her from behind, demanding cash and her phone before assaulting her, knocking her unconcious.

The offenders then ran off without stealing anything, leaving her handbag on the ground next to her with its contents strewn around.

Once the woman regained consciousness, she was helped home by a passer-by, before she sought hospital treatment. She was admitted to hospital for treatment to her injuries, which were a cut to her eyebrow which required three stitches, a laceration to her upper lip, and bruising and swelling to her eye socket and mouth. She was later discharged.

Both offenders are white. One was stocky and wearing a dark coloured hooded top and the second was taller than the first, slim, and wearing a sweatshirt and scarf.

Det Con Jonathan Coogan, investigating the offence, said: “I would like to hear from anyone in the area at the time of the offence, in particular the woman who helped the victim get home a number of hours later.”

Stolen credit card fraud

Thames Valley Police is appealing for information after a credit card was fraudulently used in the Reading and Newbury area between Friday (15/7) and Saturday (16/7).

The credit card was stolen when the victims post was intercepted. The offenders then contacted the credit card company and changed the victims contact details. They then withdrew over £250 on two separate occasions from cash machines in Reading and Newbury.

The offenders tried to spend over £500 in Game in Northbrook Street in Newbury on Saturday (16/7) which was declined by the bank, who then contacted the victim to inform him that his card had been fraudulently used.

The staff in the games store who served the man when the transaction was declined described the offender as a white man, 6ft, medium build, and in his late thirties. He had short, dark, shaved hair and a trimmed beard. He had a piercing in his left eyebrow and was wearing a plain dark grey suit with a black shirt underneath. He spoke with a cockney accent.

He was with a white woman, 5ft 3ins, slim, and in her thirties. She had dark brown reddish wavy hair that was tied back. She was wearing a green low cut top with another top over it and dark blue jeans.

Public space named in honour

West Berkshire Council has formally adopted a meadow in Greenham as a public open space in honour of an outstanding contribution to the community.

The area near to Mandarin Drive will be known as 'Audrey's Meadow' in recognition of many years of work carried out by Mrs Audrey Appleby on behalf of the local community, including helping to return Greenham Common to public use.

To encourage a variety of plants and wildlife in the meadow, it will be informally managed using grazing and sympathetic cutting.

Councillor Hilary Cole, West Berkshire Council Executive Member for Environment said: "I am very pleased that we are naming this space in Audrey's honour. People can use this attractive meadow to wander as a circular walk or a route through to the Pigeons Farm Estate and link to Greenham Common beyond."

Councillor Tony Forward, Chairman of Greenham Parish Council said: "We have been trying to think of a suitable tribute to Audrey for her unswerving commitment to the wellbeing of Greenham and its residents. This unique opportunity has presented itself and is absolutely fitting given her special love of green open spaces, flora and fauna."

Important milestone for improvements to Falkland Primary

Parents, staff and pupils at Falkland Primary School are celebrating as a long anticipated project to build a new hall reaches an important milestone.

Around £100,000 has been raised by parents over the past three years to fund the new building that will offer much improved facilities for sporting activities as well as art and drama performances.

It is intended that the local community will also be able to take advantage of the new building for a range of clubs and activities. The project is due for completion before Christmas and will be the focus for pupil activities and learning events during the Autumn term.

Barrie Prentice, Chair of governors at Falkland Primary School said: "I am delighted we have reached the stage of 'breaking ground'. I would like to say thank you to all of the parents and carers past and present for their fundraising efforts and donations. We are grateful to Falkland School Association for organising a variety of events including fetes, quizzes, pamper evenings, discos and a 'promises auction', over the years and to all the members of the local community for supporting our events."

Fiona Henderson, Headteacher of Falkland Primary School said: "The hall has been on Falkland's 'Wish List' for a very long time and I am delighted that we are finally able to make it happen. The children and staff are very excited and already looking forward to moving in! Electronic parking signs are on their way

Drivers coming into Newbury are set to benefit from electronic signs showing the number of spaces available at the town's car parks.

An important feature in a lot of large cities, these signs mean drivers can decide as they approach the town which is the best place for them to park, safe in the knowledge that spaces await them.

The ten signs for Newbury, which will be located at strategic approach points to the town, should be in place in the autumn and their presence will support the new Parkway shopping centre which will include more than 50 shops, two anchor stores including a Debenhams department store, and a multi-storey car park when it opens on 27 October. Changes to traffic arrangements in Newbury come into effect at the same time.

The fixed directional signs to car parks and other destinations that are already in place in Newbury, will be revised slightly to align with the new transport arrangements. These fixed signs will provide more specific directions to drivers who have made decisions based on the electronic messages.

Funding for the signs comes courtesy of the Parkway developers, Standard Life Investments. The signs are being supplied to West Berkshire's Highways Service by Siemens. Often called Variable Message Signs (VMS), they display the number of available spaces at any one time at named car parks or groups of car parks at the same location. The information will be updated automatically, as the signs will be linked to the existing automated car park management systems.

With a total of fourteen Council car parks, there is always plenty of parking in Newbury within a short walking distance of the shops. The opening of Parkway will no doubt bring a large number of extra shoppers to the town, but since the development includes a new 550-space car park, these should be well catered for with the VMS signs proving particularly valuable.

David Betts is the West Berkshire Executive Councillor for Highways. "The new variable message signs are an important part of the traffic management changes for Newbury town centre," he said. "Together with the existing signs, they will do much to help visitors park easily and reduce journey times. They represent another major benefit that the new Parkway development is bringing to the town."

The ten locations for the new Variable Message Signs are the A339 north of the A4 Western Avenue; A4 London Road east of Robin Hood roundabout; A339 between Robin Hood roundabout and the Sainsbury's roundabout; A339 between Sainsbury's roundabout and A343; A339 south of A343; A343 Andover Road; Bartholomew Street; Market Street; London Road west of Robin Hood roundabout; and A4 Bath Road west of town centre.

Skate park grand opening 2rd July

Newbury Town Council are pleased to announce that the new concrete skate park and new play
area will be officially opened by the Mayor, representatives from Greenham Common Trust and
Playbuilder on Sunday 3 July at 12.00 noon. Children from Victoria Park Nursery School will be
also assisting the Mayor with the opening of the new play area.

Greenham Common Trust and the Government sponsored Playbuilder initiative helped support
Newbury Town Council in providing £50,000 each to towards the total cost of £200,000 for the new
skate park. Greenham Common Trust provided a further £50,000 towards the total cost of
£95,000 for the new play area.

Top skateboarders and BMXers will be in attendance to give demonstrations of their skills. The
skate park constructors, Maverick Industries, will be organising skateboard and BMX competitions
throughout the day. Prizes have been provided by the following event sponsors: Vans “off The

Three charged over bus depot damage

Thames Valley Police has charged three men in connection with criminal damage caused at Newbury bus depot in the early hours of Monday morning (6/6).

Tom Smith, aged 20, from London Road, Newbury; Jonny Orwin, aged 18, of Love Lane, Shaw; and Stephen Allen, aged 20, of Chilton Foliat, Hungerford, have all been charged with one count of burglary non-dwelling and one count of criminal damage.

Orwin and Allen have been released on conditional bail and Smith has been remanded in custody. They will all appear at Newbury Magistrates’ Court on 21 June.

West Berkshire Council's Shaw House is holding a special open day on Friday 24 June.

Visitors can enjoy tea or coffee and an exclusive tour of the house.

Shaw House is open each weekend from 1 April and during some school holidays, but tours are not usually offered unless through a group booking. The day is a pilot and if successful could lead to other such events.

Knowledgeable tour guides will show visitors the highlights of the house. The focus will be on the stories of the people who have called Shaw House their home, including the super rich Duke of Chandos to the indomitable Mrs Farquhar. They will look at how the former residents used and altered the building whilst explaining the architectural significance of this late Tudor manor house.

Visitors who have been on a tour of the house have said: "The guide was excellent and really brought the house alive for us. Thanks for making this a great day out."

"The tour of the house was wonderful, thank you."

The gift shop and exhibitions will be open, including the new special exhibition; "Fleece, Fame and Fortune - Newbury and the cloth trade" which explores the importance of the industry that made Newbury a wealthy place and shaped this market town.

The first tour of the day will start at 10:30am and conclude with morning coffee in the café. The second tour will begin at 2:00pm and finish with afternoon tea.

Appeal following sexual assault

Thames Valley Police is appealing for witnesses after a sexual assault in Newbury yesterday (30/5).

A 22-year-old woman, from Newbury, was attacked by a man at around 1pm in Shaw Road, Newbury. She was walking along the canal path with a one-year-old child in a buggy when she was attacked from behind by a man wearing a dark coloured tracksuit. The victim kicked out at the man and he ran off.

Det Sgt Paul Davidson, from Newbury CID, said: “I am keen to speak to anyone who was in the vicinity of Shaw Road yesterday afternoon who may have information that could help us progress our investigation.

“I would stress that that there are no indications that there is an increased risk to women or young people in the area but, as always, it is prudent to think about your personal safety.”

Newbury Town Council, together with Newbury Sound has put together a programme of local musical talent for the summer at Newbury Market.

Newbury Charter Market is held each Thursday and Saturday in the Market Place and offers a wide range of produce with some new exciting stalls which have recently been added.

Our first musical talent comes from Kate Izzard. Kate is an aspiring Musical Theatre performer from Kingsclere. She is 21 and began singing in primary school and has been heavily involved in local amateur dramatics and concerts since then. She studied performing arts at Queen Mary’s college and is currently auditioning for a place at drama school to study musical theatre and pursue her dream of performing in the West End.
She is also a member of the Kingsclere Singers.

Kate will be singing popular “Show Tunes” in the Market Place on Saturday 4th June from 10am to 1pm with a “Disney sing-a-long” at 11am.

Women assaulted in Thatcham

Thames Valley Police is appealing for information after an assault in Thatcham.

A 38-year-old woman was walking along Priors Court Road in Hermitage at about 10pm on Friday (27/5) when the incident happened. As she went to cross the road, she was grabbed by an unknown man from behind.

The woman managed to break free and ran towards the village and called the police.

PC Alex Marshall said: “This is an isolated incident and thankfully the woman wasn’t seriously injured.

“Although she didn’t see her victim very well, we know that he was a white man and that he was more than 5ft 6ins tall.

“I would ask that anyone who was in that area of Hermitage on the night, who may have seen or heard anything in connection to this incident, to come forward and speak to me immediately.”

The incident happened on the A339 Basingstoke Road at the junction with Aldern Bridge, Greenham, at around 3am on Monday (30/5).

A white Volvo lorry was involved in a collision with a pedestrian.

The pedestrian, a 55-year-old man from Waterloovile, Hampshire, was pronounced dead at the scene.

Anti-drink drive campaign

Thames Valley Police kicks off the summer drink drive crackdown on Monday 6 June.

The campaign is part of a national crackdown by the Association of Chief Police Officers (ACPO) and the Department for Transport (DfT), aimed at reducing the number of people killed and injured on our roads by people who drink and drive.

According to national research and analysis, young men age 16-20 ‘opt-out’ of the current drink drive message because for them it means 'drunk' - they believe that having one to two pints is perfectly acceptable.

In addition, many people are not aware of the continuing effects of alcohol the morning after. In many cases, alcohol is still present in the body and will be identified during the breath test. The overall aim of the campaign is to convince drivers that a conviction for drink/drug driving has the potential to ruin their life.

Thames Valley Police and ACPO hope that understanding the consequences of their offending will deter people from being so irresponsible. A night in police cells sobering up with the possibility of being charged and going straight to court, followed by a lengthy ban, are the reality.

Thames Valley Police will conduct random drink/speed and seatbelt checks at all times of the day and night. Drivers will be asked to provide a specimen of breath in accordance with the Road Traffic Act 1988. Where there is no suspicion of alcohol, no moving traffic offences or involvement in a road collision, drivers will be offered the opportunity to participate in the campaign and provide a sample on a voluntary basis. We will explain the reasons for these checks to drivers and ask for the motoring public’s support.

During last year’s summer campaign, 2,306 drivers were breathalysed and 232 drivers either provided positive tests or refused to give a specimen.

Officers will also record additional information about those stopped, relating to what age bracket they fall into. This data will be provided to the Department for Transport (DfT), who will analyse it to understand the level of drink-driving nationally and the correlation between age and drink-driving behaviour.

Chief Inspector Gill Wootton from Milton Keynes Road Policing base said: “Drink driving is now much more socially unacceptable, but there are still some individuals who continue to ignore the warnings. It is a very serious offence and people need to understand the gravity of their actions if they drink and drive. We are particularly focussing on the effect of driving the day after ‘a night out’.

“For those who have been out to enjoy a summer evening with friends, they must also think about whether the alcohol is clear from their system the day after. If they are not sure, then it is not worth taking the chance.”

Cycling coach gives tips to school pupils

A former British Cycling coach is to help pupils from 12 schools get the best from their bikes thanks to funding from West Berkshire Council and NHS Berkshire West.

Andy Cook will be taking part in cycle training for groups of youngsters in the build up to the annual Wiggle MagnifiCat family cycling event at Newbury Racecourse. The pupils will learn to develop important skills for riding as well as having some fun on their bikes. The training will culminate in a series of inter-school events held at the Racecourse.

The Wiggle Magnificat takes place on Sunday 12 June and brings together experienced and club cyclists, leisure and community cyclists, school children and families to enjoy a great day on a bike.

There will be family and children's events which are open to everyone including: the KiddiCat 2.5 mile multi-lap challenge, the 'Go Ride' 0.5 mile grass track racing track and static bike time trial competition.

For the adults and keen cyclists there are three rides also taking place: the MagnifiCat (127 miles), the InterCat (81 miles) and the CommuniCat (51 miles).

West Berkshire Council has successfully arranged for the Community Furniture Project to take over operating the popular Ranger Official Active Response (ROAR) group.

The new arrangement will mean residents with disabilities will be offered an extended range of activities including woodwork projects and office experience, as well as the outdoor clean-up and woodland regeneration work that they could previously take part in.

Northcroft ourdoor pool to open Saturday

Berkshire's largest heated outdoor swimming pool is set to open for the 2011 summer season at 10:00am on Saturday 28 May.

In preparation for what is hoped will be a long hot summer, staff at the Northcroft Leisure Centre in Newbury have been busy with the usual pool preparations following the winter to ensure that this popular and unique community destination is in good condition.

For 2011 the outdoor pool will be open every day until Sunday 4 September with the timetable as follows:

Stolen Gaol Door Found

An 18th century gaol door stolen from outside Newbury's Museum in March 1996 is being returned after 15 years.

The door was found by a local resident when he moved into his home five years ago, but he thought nothing more of it until recently. When he contacted West Berkshire Museum to see if they could provide any information, eagle-eyed staff identified it as matching the description of the missing door.

Arrangements are being made for the door to be reunited with the Museum's two other gaol doors. All are thought to have come from cells in Newbury's Guildhall when it was demolished in 1828.

Museum staff believe that the door was abandoned in the garden by thieves when they were unable to make a profit from their crime. An 18th century water pipe constructed from an elm log stolen at the same time has not been recovered.

The Museum is currently closed for refurbishment. Designers will be asked to consider how the gaol doors can be included in the new displays when the Museum reopens in 2014.

3 million pounds of road improvements

Work will begin shortly on 130 road improvements to be carried out this year by West Berkshire Council as part of a new three year plan.

A new programme of projects for 2011 until 2014 has now been approved by the Council which will see many roads around the district resurfaced.

Added to this, a snow damage repair scheme has been developed following the freezing conditions experienced during the winter. Some of this work will be funded using a £913,000 grant from Central Government.

A range of different surface treatments will be used depending on the type and location of each road being resurfaced. Wherever possible, roads in residential areas will be resurfaced using noise reducing materials. Every effort will also be made to recycle existing materials in support of the Council's Cleaner and Greener initiative.

David Betts, West Berkshire Executive Councillor for Highways and Transport said: "With a road network of more than 1200km it is essential that we have a clear plan to ensure maintenance is carried out in order of priority. I am very pleased that we have such a comprehensive new programme and it will be great to get started."

Catering businesses warned to clean up their act

Almost 80 percent of chopping boards recently tested showed unsatisfactory levels of cleaning to prevent the spread of bacteria.

As part of a project organised by the Berkshire Food Sampling Group, 18 premises were checked. In total 63 swabs were taken from chopping boards, work surfaces, serving tongs or utensils, and complex equipment such as vacuum packers and meat slicers. All of these had been cleaned and were ready to be used.

The swabs were tested for a range of serious problems including aerobic bacteria, e-coli and gut bacteria. 45 percent of them were found to be unsatisfactory. More worryingly, of the 15 chopping boards that failed the tests, 12 of them appeared to be clean.

Hilary Cole, West Berkshire Executive Councillor for Public Protection said: "These results are a serious warning to catering businesses. The fact is that you cannot tell if something is hygienically clean just by looking at it. This is why it is so important to properly disinfect all equipment that comes into contact with food. We will continue to monitor the cleaning standards of catering businesses and take action as required."

Paul Anstey, Environmental Health and Licensing Manager added: "In the vast majority of cases the businesses we tested were simply not getting their cleaning right. Chopping boards had the poorest results so businesses must ensure they are frequently cleaned, disinfected, and replaced when they become worn."

Newbury Library creates more space

West Berkshire Council's Newbury Library has expanded with the creation of a new space for studying, reading, chatting or relaxing.

Called The Carnegie Lounge, the former meeting room on the first floor has been opened up with a large windowed area into the library. This makes it an attractive and welcoming space for all the community. It has easy chairs and study tables, electricity supply for laptops, Wi-Fi and a hot drink vending machine.

In addition the room has space for displaying artwork. The library is delighted to be working with The Willows School on this project and nine splendid pieces of their artwork are now on display.

The Carnegie Lounge will be officially opened on Thursday 26th May at 2pm when the new council chairman, Councillor Peter Argyle, will join students from The Willows School at the library. The school will be providing music and a trumpet fanfare for the opening of the room!

The work was funded by Section 106 developer contributions which are paid to recognise the increased demands on local services created by new housing and increased population. Newbury Library has previously carried out a refurbishment of the entrance area and layout using S106 money so local people are benefiting significantly from this fund.

Burglary in Greenham

The 37 year-old man from Greenham was arrested after police received a report at 9.30pm that a man in Capability Green, Greenham, was trying car door handles and entered the gardens of two houses.

Men arrested on theft of lead in Stockcross

Thames Valley Police arrested three men on Monday night (23/5) after a report that men were on a roof in Stockcross stealing lead.

At 3.15pm, a member of the public reported that men were on the roof of a property acting suspiciously. Police attended immediately and arrested three men at the scene.

A 26 year-old from Crookham Common, was arrested on suspicion of theft and possession of cannabis, and an 18 year-old from Newtown Road, Newbury, and a 21-year-old from Hambridge Road, Newbury were arrested on suspicion of theft.

The three men have been released on police bail pending further enquiries, until 5 June, when they are to report back to Newbury police station.

Man tied up in Thatcham

Thames Valley Police is appealing for information after a man was left tied up while his fishing tackle was stolen on Friday (20/5).

The incident happened at about 5.15 am as the victim, a 60-year-old man, got out of his van to open the barrier to the fishing lakes at the Nature Discovery Centre, Lower Way, Thatcham.

He heard a vehicle and was aware of a man to his right. A second man appeared from the left and put him in a bear hug holding him around his chest and upper arms. The first man then grabbed his legs and he was bound by his hands and feet. While this was going on the victim believes that an unseen third man unloaded his van, stealing fishing gear including: rods, tackle boxes, landing nets and baiting reels. Some of the rods and reels are rare. The offenders left the victim tied up until he was discovered by a woman walking her dog around an hour later.

One of the offenders is white with a fair complexion, in his early twenties, between 5ft and 5ft 2ins, skinny with short greasy slicked back black hair and wearing gold hoop earrings in both ears. The second man is white, possibly in his twenties, well built and over 6ft with tattoos on his forearms in a thick black pattern similar to a spider’s web.

Police would like to hear from anyone in the area at the time of the incident that may have seen the offence take place or the offenders leaving the scene.

UPDATE: The girls were found in Wiltshire late yesterday afternoon (23/5).

Thames Valley Police is appealing for the public’s help in tracing two missing teenage girls from West Berkshire.

Abigail Campbell, aged 14, from Thatcham and Georgia Winstanley, aged 14, from Wantage, were last seen at Georgia’s home yesterday (22/5) afternoon.

Abigail is white, with a thin build, 5ft 6ins, with black hair. She was wearing jeans and maybe a dark jumper.

Georgia is white, around 5ft 7ins, with strawberry blonde hair. She was wearing a white or grey jumper and black trainers.

Sgt Janine Vickery, who is leading the search for the girls, said: “It is out of character for Abigail and Georgia to be missing for this period of time without being in contact with their families.

“We are actively pursuing a number of lines of inquiry and sightings, but I would urge anyone with any information about their location to contact police urgently.”

Teenager left with fractures after assault

Thames Valley Police is appealing for witnesses to an assault on a teenager in Thatcham on Wednesday (27/4) which left him with fractures to his cheek and eye socket.

At around 4pm the 17-year-old was walking along an alleyway from his friend’s house in Goldsmith Close towards a shop in Sagecroft Road when he was attacked from behind.

He felt a punch to the back of the head, but he does not recall anything more about the incident.

It is believed that he made his own way back to the house in Goldsmith Close.

The victim went to the Great Western Hospital, Swindon where he was given treatment for his injuries which included fractures to his cheek and left eye socket and a swelling on the back of his head.

Det Con Krista Thompson of Newbury CID said: “This seems to be a motiveless attack. We do not have a description of the offender yet. However the victim is white and was wearing a blue and grey striped hooded top and grey trousers at the time of the assault.”

Theft of electricity cable

Thames Valley Police is appealing for information following the theft of a large amount of electrical cables from a grain store in Hungerford.

Between 4.30 pm on 17 April and 7am on 19 April 2011, several hundred metres of electric cabling was taken from the exterior of two large grain store units of Ridgeway Grain Ltd.

The cables are described as Nexans Distribution cables which are XLPE insulated, PVC bedded, and steel wire armoured, with annealed copper conductors.

PC Nathan Adby, from Newbury police station, said, “I would appeal for anyone with any information about this incident or the whereabouts of the piping to contact police. Likewise, I would ask that any scrap metal merchants who have been offered or sold this type of product since 17 April 2011 to contact police.”

“Since the theft, security has been improved on the site and neighbouring businesses have been informed of the incident.”

Arrest for indecent exposure

Thames Valley Police has arrested a man on suspicion of indecent exposure in Newbury this morning (19/4).

A 31-year-old woman from Newbury was walking along Station Road in Newbury when she noticed a man was exposing himself to her. She continued to the train station where staff reported the incident to police.

Officers attended and arrested a 19-year-old man. He is currently in custody at Newbury police station.

Counterfeit Jacob's Creek wines

Consumers in West Berkshire and Wokingham areas are being advised to be on their guard for counterfeit Jacob's Creek wines

The move follows bottles of the counterfeit wine being found in Reading, London, Brighton and Cardiff.

Officers from West Berkshire and Wokingham Trading Standards Service have carried out some spot checks in retail premises in the area and two premises had a bottle in possession for sale. Enquiries into the source are continuing.

The counterfeit wine is believed to originate in China. Although the content is not harmful it is reported as having a substandard taste. The good news is that there are some clear telltale signs left by the counterfeiters if labels are closely examined. These include misspelling of the name Australia with the 'a' in the middle missing along with other spelling mistakes. Another telltale sign is the taste.

Sean Murphy, Trading Standards Manager said, "This is another example of counterfeiting of a major brand. These actions damage consumer confidence and provide unfair and illegal competition for legitimate producers and retailers. There seems to be evidence to show that counterfeit product is circulating in the area. I would urge any consumer or retailer who has inadvertently bought the product to contact their local trading standards service."

John Lewis has confirmed the opening of John Lewis at home in Newbury. Opening in 2012, the shop will be located in Parkway - Standard Life Investments' new development, in the town centre.

John Lewis has committed to investing £8 million in Newbury which will boost local employment with the creation of around 160 new jobs. Focusing on furniture, furnishing accessories, electrical and home technology, John Lewis at home Newbury will trade from two levels totalling 40,000 sq ft.

Andy Street, Managing Director, John Lewis, said: 'We continue to believe that there is a strong opportunity to grow our business in the home and electricals sector and are delighted to be bringing a John Lewis at home to Newbury town centre. Although there are a number of John Lewis department stores within an hour's drive of Newbury, research has shown that customers would prefer greater convenience and ease of access to our inspiring products, great value and exceptional service, which our town centre 'at home' shop will provide.'

Rogue builders jailed for fraud – Newbury

Two rogue builders have been jailed for fraud after charging a man £10,000 for work that was not needed.

Ryan Crocker, aged 20, from Kemsley Chase, Farnham Royal and Alex Holloway, aged 22 from Walpole Road, Slough, were both jailed for eight months at Reading Crown Court on Friday (25/3).

Four builders called at the home of a 67-year-old man in Kings Road, Newbury on 3 June last year and told him that work needed to be done on his roof.

A few days later two different men turned up at the property and got the victim to speak to someone on the phone. This man stated that additional work was required to the roof which would need access from the inside.

The price gradually rose over three days while Holloway and Crocker sat in the victim’s loft and pretended to work. They painted internal roof rafters with external wood stain, which made the victim believe that genuine work was being carried out.

The victim was in the process of releasing equity from his home in order to pay the increasing bills, until the price reached £10,000 on the third day and at that point the he reported the matter to police.

The work was assessed by Trading Standards officials who said that it was of poor quality and was not needed.

Crocker and Holloway denied the offence in interview but pleaded guilty at Reading Crown Court.

Det Con Paula Morgan, who led the investigation, said: “These types of crimes are abhorrent. The offenders pick on the elderly and vulnerable by lying and relying on their trusting nature.

“They give no thought to the consequences their actions have on the victim, leaving them feeling scared, vulnerable and in some cases deprived of their retirement fund or life savings.

“The victim in this case was close to releasing equity from his house in order to pay Crocker and Holloway and if he had done that he would have been left without any means of obtaining money in the future.

“I am pleased with the outcome of this case and hope that the sentence acts as a deterrent to other people involved in this type of crime.”

Funding boost for road repairs in West Berkshire

West Berkshire Council welcomes the good news that a government grant of more than £900,000 is being provided for repairs to snow damaged roads in the district

A programme of work has been produced which is in addition to the annual improvement programme. This extra funding means that a significant part of the snow damage repairs can be carried out without impacting on the normal annual repair programme.

Mark Edwards, Head of Highways and Transport at West Berkshire Council said: "This is excellent news. It is more than we were expecting as the government doubled its initial national figure to £200 million in last week's budget. We are already in the process of drawing up an extensive programme of repairs so confirmation of the funding will help us to get that underway as soon as possible. This extra cash will enable us to repair even more of the roads damaged last winter."

The exact total allocated to West Berkshire Council is £913,257.

Longer opening hours will be in place from Friday 1 April 2011 at theHousehold Waste Recycling Centre (HWRC) on Newtown Road, Newbury, managed by Veolia Environmental Services on behalf of West Berkshire Council.

The normal six-monthly change will see the HWRC open for an additional two hours in the evening, making it easier for people to use the site around their own schedules; the opening hours are 8.30am until 7.30pm from 1 April until 30 September. This matches the longer daylight hours during the spring and summer.

General Manager for Veolia Environmental Services - West Berkshire, Tracey Reilly, said: "The changes to opening hours at the HWRC give residents more options when bringing their waste to the site for reuse and recycling. This should make it easier for residents to increase recycling and send even less to landfill."

West Berkshire Council's Waste Contract Manager Jackie Ward, said: "Residents can check for latest up to date information on waste services on the Council's Waste webpages (www.westberks.gov.uk/waste). The website also has the revised collection calendar and dates for the April and May Bank holidays."

The new Recycle for West Berkshire newsletter will delivered to residents in the next few weeks and replaces the waste collection calendar from Christmas which expires during April.

Successful inspection result for Compton Primary School

An Ofsted inspection that took place on 2nd and 3rd March found that Compton Primary School is now a good school with outstanding features

The Inspector has judged the overall effectiveness of the school to be good and made particular comment on the speed and success of the improvements that have been made. Children enjoy school, work hard, behave well and make good to outstanding progress.

The inspector found that all teaching across the school had improved dramatically and was at least good in all areas and outstanding in some. Ofsted has confirmed that the school no longer requires special measures.

Changes to the leadership and management of the school has resulted in a rapid improvement across the school and has been supported by more rigorous monitoring by the Governing Body.

The Inspector judged that the school's capacity to make sustained improvement was outstanding, which was also the judgement given to the school's safeguarding procedures. Inspectors recommended that more able pupils are stretched further in all lessons for the school to improve further.

Particular praise was aimed at the early years foundation stage which was judged to be outstanding in all areas. The inspector noted that "Outstanding levels of teaching, promoted by highly effective leadership, ensure that provision is now outstanding".

John Williams, Chair of Governors said: "The Governing Body is immensely proud of this achievement. To come out of special measures in such a short period of time, and as a good school, is tribute to the hard work that everyone has put in over the past year. The Governors are confident that the school can now go on to even bigger and greater things."

Val Houldey, Executive Head said: "It has been hugely exciting and rewarding to work with such a fabulous group of children and such committed staff and governors. This pace of change has only been achieved by an exceptional amount of hard work."

Council building to go dark for Earth Hour 2011

West Berkshire Council's offices will join some of the most famous buildings in the world in going dark as part of a global campaign against climate change

The main lights in the Council's Market Street office in Newbury will be switched off for an hour from 8.30pm on Saturday 26th March as part of WWF Earth Hour 2011.

Last year a record 128 countries took part in the campaign and many famous landmarks went dark, including Big Ben and Ten Downing Street in London, The Millennium Stadium in Cardiff, The Eiffel Tower in Paris, and Sydney Opera House.

Newbury Mayor To Open The Michaelmas Fair

The Mayor of Newbury, Cllr Ian Grose, is looking forward to continuing the ancient tradition of officially opening the Michaelmas Fair. The fair, which was granted in the town’s Charter of 1596, is being brought to Northcroft Park by the Showmen’s Guild of Great Britain on Wednesday 13th October.

After the official opening at 6 pm, Mr Mayor will be joined by the children of the town in sampling the colourful rides on offer, Cllr Grose said, “The fair is greatly enjoyed by the children of the town and I am sure they will encourage me to sample some of the more colourful rides that I would prefer not to even watch. It is a fun occasion and I will do my best not to let anyone down.”

The Michaelmas Fair will continue in Northcroft each evening from Wednesday 13th to Saturday 16th October 2010.

Saturday afternoon chaos as card payment systems crash

Chaos was caused in shops across the country as card payment systems crash around 2pm yesterday(Saturday).

Over 870 branches of Sainsbury's were affected by the problem. Waitrose, b&q, Hombease, Argos were among others affected. It caused queues at checkouts and cash points, with people withdrawing money to pay with cash.

A Barclaycard spokesman said it had "experienced a technical issue" which lasted about an hour.

He added: "We would like to apologies for any inconvenience causes and we are conducting a thorough investigation into the cause of this issue."

All stores are now trading normally.

The last bit of concrete is to be poured for the underground car park this week. 25,000m3 of concrete has already been used to construct the car park.

Work on the residential areas are going well too. Costain have started blocking out the residential section, putting in walls and staircases. The bulk of the retail section is to be put up by the end of the month.

More shops to join Debenhams, New Look and H&M? According to the website property week, agents are currently in talks with Topshop, Superdry and Barclays.

Knife-Point robbery at Thatcham hairdressers

Thames Valley Police is appealing for witnesses after a robbery at a hairdresser’s in Thatcham this morning.

A man entered Julian’s hairdressers in the Burdwood Centre at approximately 10.30am today (16/9) and, threatening staff with a knife, demanded cash.

He got away with cash and mobile phones.

The offender was wearing a black hooded top and a mask on his face. He escaped on foot past Co-op and in the direction of the train station. He was carrying a grey rucksack.

Det Con Steve Brown, of Newbury CID, said: “I appeal for anyone who may have been in the area at that time, or travelling on a train, and may have seen or heard anything to contact me as soon as possible.”

Volunteers recognised for more than 2,300 hours of work in Greenham

Thirty-six Greenham residents and three groups were recognised at a special event at Greenham Community Centre on Friday 10 September for collectively giving up more than 2,300 hours of their own time to help their community as part of the Greater Greenham Project

Newbury MP Richard Benyon presented certificates to all the volunteers to reward their contributions, from helping with the youth clubs to organising community events and securing funding for the Community Youth Project.

Volunteers with other local projects such as the cleaning up of the multi-use games area and a coffee morning at Springhurst House were recognised. Members of the Diamond Committee, which manages the centre at Pigeon's Farm, and the Greenham Community Association, which runs the Community Centre, also received certificates.

Youth Council members received certificates as a thank you for their work planning and supporting activities for younger residents at the youth clubs. First Aid at Work and Safeguarding Young People certificates were also presented to those residents who had successfully completed their training.

Marcus Franks, Neighbourhood Investment Co-ordinator for Sovereign South + West and project manager for the Greater Greenham Project said: "By giving up their time in this way local people are helping to make the community stronger.

"Our project wouldn't be what it is without the volunteers who help support all of the work that is going on with such enthusiasm. It is excellent to know that they are involved and committed to their neighbourhood."

Councillor Julian Swift-Hook is Chairman of the Greater Greenham Partnership which oversees the project. "The energy and enthusiasm here is just fantastic," he said. "I'm so proud of everyone who has given up their time and worked so hard for our community here in Greenham. It's amazing to see how much has been achieved in such a short time."

Collision - A34 near Chieveley - Wednesday 15 September 2010, 3:05pm

Thames Valley Police is appealing for witnesses to a collision on the A34 near Chieveley this morning (15/9).

The incident occurred at around 10.45am when a silver Seat Ibiza collided with a white Ford Transit van, which was parked in a lay-by, close to the Beedon turning on the A34.

A 39-year-old man, who was standing at the rear of the Transit van was also struck by the Seat.

The man and the driver of the Seat, a 28-year-old woman, sustained minor injuries and were taken to the John Radcliffe Hospital.

Thames Valley Police has charged a man with a burglary and theft in the Newbury area.

Robert Cook, aged 29 from St Johns Road, Newbury has been charged with one count of burglary and one count of theft.

The charges relate to a burglary on Thursday (12/8) in Northcroft Lane, Newbury, where £40 was stolen from a property, and a theft from Homebase, Pinchington Lane, on Thursday (12/8) when a vacuum cleaner was stolen from the store.

Cook has been bailed to attend West Berkshire Magistrates’ Court on Tuesday 24 August.

Cannabis factory found in Newbury

Thames Valley Police has charged a boy after discovering a cannabis factory in Newbury yesterday (16/8).

Police executed a warrant at 9am in The Firs, Newbury and on entering, officers discovered approximately 500 plants at various stages of growth inside the property.

West Berkshire Council's Newbury Library is proud to be hosting BBC's Clare Balding at Newbury Library to celebrate 'Newbury Library Ten Years in the Wharf' on Monday 13th September at 7.30pm

Clare is one of the BBC's main sports personalities and a presenter of both the Olympic and Paralympic Games from Beijing in 2008, Athens in 2004 and Sydney in 2000. She will also be part of the team presenting the London 2012 Olympics. She also fronts live racing coverage, including the Grand National, Royal Ascot, the Derby and l'Arc de Triomphe.

She has also covered the Commonwealth Games, rugby league, three-day-eventing, show-jumping, swimming, golf, tennis, bowls and darts. More recently she has been in Canada for the Winter Olympics and is currently on a cycling tour around the country in BBC4's new series, Britain by Bike.

A regular presenter on Radio 4 and 5 Live, Clare has fronted Saturday Live, Woman's Hour, Pick of the Week, Broadcasting House and (for the last 9 years) the popular walking series Ramblings. Clare is part of the team that presents the National Hunt Festival from Cheltenham, co-presents its Wimbledon coverage and last year became the first woman to commentate on a Wimbledon final.

Parkway Opening Delayed

Standard Life Investments has announced that the retail element of Parkway, its 475,000 sq ft mixed-use development in Newbury, will open in Autumn 2011.

With the anchor tenants Debenhams, Marks & Spencer and H&M already signed up and New Look now exchanged on the final major store of approximately 20,000 sq ft, coupled with strong retailer interest in the scheme generally, the new opening date will ensure that a critical mass of occupiers will open on day one. Parkway will therefore be best placed to immediately position Newbury as a major retail destination in its region.

Parkway will transform the Newbury shopping offer with a new department store, two large stores of over 20,000 sq ft and more than 50 shops and kiosks. The new Starbucks will be located in New Look.

Since the closure of Borders, Costa Coffee moved in next to Homebase & Peacocks.

Open vehicles offer opportunities for criminals

Thames Valley Police believes that 50 per cent of the vehicle crimes committed in West Berkshire so far this month could have been prevented.

Thefts from vehicles have fallen by more than 40 per cent so far this financial year with 163 fewer offences happening between April 1 and July 20 compared to the same period in 2009.

But that figure could have fallen further if people ensured their vehicles were left secure.

Det Sgt James Humphries from Newbury CID said: “We have noticed recently that there have been a number of instances where items have been stolen from vehicles that have been left unlocked. I would say 50 per cent of our theft from vehicle crimes this month have been a result of vehicles being left insecure.

“Thieves are opportunist and leaving vehicles insecure plays right into their hands.

“We have achieved some fantastic results around vehicle crime this year but those figures could look even better if people took more care over their security.

“Please make sure your vehicle is locked and secure, even if you are just leaving it for a couple of minutes, and never leave any valuables on display.”

By-elections were held on Thursday 22 July in Thatcham following the resignation of Terry Port (Liberal Democrat) from both West Berkshire Council and Thatcham Town Council.

Council to axe 20 more jobs

If proposals are agreed by West Berkshire Council's Executive on 22 July, a further 20 job losses at the Council are to be confirmed to help meet savings targets, although current vacancies mean there will be up to eight redundancies. The posts had already been identified in March this year.

The job losses - which would save annual salary payments of £700,000 - include seven back-room staff from the Chief Executive's directorate, eight from Libraries and Arts and Leisure, three from Housing, and one each from Highways and from Planning. The impact on front-line services will see some reduction in service at library enquiry desks, and a reduction in road safety speed checks.

West Berkshire Council Leader, Graham Jones, said: "We have known for several years that our finances are going to be increasingly tight, which is why we have been planning for year on year reductions."

The job losses would come into effect at the end of the financial year, although where there are redundancies, those could be brought forward so redundancy costs can be offset by salary savings.

Man charged with theft

Thames Valley Police have charged a 40-year-old man after diesel was stolen from vehicles in Thatcham.

Nicholas Velvick from Pear Tree Lane, Newbury has been charged with two counts of theft from motor vehicle.

Between Saturday (12/6) and Monday (14/6) diesel was stolen from a lorry at Cleansing Service Group Ltd and on Thursday (17/6) diesel was stolen from a lorry at Pinnock Brothers Ltd.

Velvick will appear before West Berkshire Magistrates’ Court today (7/7).

Witness appeal following robbery in Newbury

Thames Valley Police is appealing for witnesses after a robbery near to the St Johns roundabout in Newbury on Saturday (3/7).

Some time between 9.30pm and 9.50pm, a 20-year-old man was walking down an alleyway near to the roundabout in the direction of Tescos when he was pushed by two men and a woman.

The offenders stole his phone and house keys and he sustained scratches and bruising to his face during the robbery.

One of the offenders is a white man, in his late teens with short hair which was gelled. He was wearing a white T-shirt and blue jeans.

The second is a white man, in his late teens with black hair wearing a blue T-shirt with lines on and jeans and he was carrying a black bag.

The third was a white woman in her late teens with dark hair. She was wearing a black T-shirt and black jumper and was pushing a pushchair.

Det Con John Yallop from Newbury police station said: “I am keen to speak to anyone who may have witnessed anything suspicious in the area at the time of this incident.”

All three have been bailed to return to Newbury police station tomorrow (8/7).

Student facilities get planning go ahead

West Berkshire Council is working in partnership with Newbury College and The Castle School in Newbury on an exciting project to provide new facilities for The Castle's Post 16 students on the Newbury College site

Planning permission has been granted and works started at the end of June with the aim of completing by Spring 2011.

The new building will be managed by the school and will provide space for up to thirty students. The facility, although physically located on the Newbury College site, will still be a part of The Castle School and managed by the Headteacher.

Barbara Alexander, West Berkshire's Executive Member for Education said, "Many Castle students transfer to the College at 16 or 19 and good joint working arrangements are already in place between the school and the college. Basing the Castle's Post 16 Department on the College site will help to make the transition from school to college much easier and create an inclusive environment for all students."

Kerry Gray, Headteacher of The Castle School, said," We are delighted that the project is progressing. It brings many benefits, not least that the new site is needed to cater for increasing demand and the classrooms that it will free up at the main site will be put to good use for the 5 -16 year old students who are also short of space."

Dr. Anne Murdoch, Principal of Newbury College, said "We are delighted to be working with the Council and Castle School on this exciting development. We already work closely with the School and co-location of the School's Post 16 Department in the College's grounds will give both staff and learners a great opportunity to further strengthen this already well established and very positive relationship."

Fatal collision on the A34

Thames Valley Police officers remain at the scene of a collision in which a female pedestrian died.

The incident happened at around 6.30am today (2/7) on the A34 before the top of the hill at Enborne on the southbound carriageway, when the pedestrian was involved in a collision with a white Leyland DAF lorry carrying a blue Portacabin.

The pedestrian was pronounced dead at the scene.

The A34 southbound is currently closed from the junction at Speen to the Wash Common section. The road remains closed, and motorists are advised to avoid the route if possible and to follow the diversions that are in place.

Police are appealing for witnesses to the collision, and would particularly like to speak to the driver of a white Scania articulated lorry that was parked in the lay-by adjacent to the crash site just prior to the incident and may have witnessed the collision.

We all get bags or leaflets posted through the letterbox with 'please donate your unwanted clothes for charity', but some companies are scams.

If you have received a leaflet from RUTEX LTD recently requesting unwanted items to be put in bags outside DO NOT!

The fliers which say "Not everyone and especially young families can afford to buy new often expensive clothes, shoes and household things" are a scam

The Advertising Standards Authority has been saying since last year that the leaflets broke the rules on truthfulness because it implied the collection was for charity.

Elgar £20 note to be withdrawn after today

If you've got one of these, then you need to use it TODAY! From tomorrow you won't be able to use them in shops as the Bank Of England decided to withdraw the 'Elgar' £20 note after 30th June 2010.

If you do have any don't worry, after today most banks, building societies will exchange them at their discretion. It's thought that there are still £1.5billion worth of these notes in circulation.

Three men charged with assault

Thames Valley Police has charged three men with assault following an incident in Newbury on Monday (21/6).

Rodney Jonson, aged 39, Paul Moth, aged 28, and Robert Black, aged 41, all from Northway, Newbury, have all been charged with assault occasioning actual bodily harm.

They appeared at West Berkshire Magistrates’ Court on Tuesday (22/6), where they all pleaded not guilty.

Black has been remanded in custody, while Moth and Johnson have been released on bail to return to the same court on 5 August.

The charges relate to an incident in Northway where a 25-year-old Newbury was assaulted, causing bruising to his face and neck.

Witness appeal following pub fight

Thames Valley Police is appealing for witnesses after an incident of disorder at the Wagon and Horses pub in Market Street, Newbury on Sunday (20/6).

At around 10pm, a fight broke out in the pub and spilled out onto the street.

PC Mark Simpson, of Newbury Police said: “I would urge any members of the public who witnessed this incident to make contact with me as soon as possible.

“Although three arrests were made, these were in relation to fighting outside the pub after police arrived at the scene. I still need witnesses to what happened inside the pub previously.”

A 28-year-old man from Speen and a 31-year-old man from Newbury were arrested and given cautions for affray. A 38-year-old man from Newbury was also arrested on suspicion of affray. He has been released on bail pending further enquiries until 1 July.

Copper Piping thefts

Thames Valley Police is appealing for information following the theft of some copper piping from an industrial site.

The pipes were taken from the exterior refrigeration unit of Thatcham Butchers, in Arnhem Road, Newbury, between 1.30 pm on 12 June and 6pm on June 13.

PC Daniel Hatfield, from Newbury police station, said: “The offenders caused considerable damage to the refrigeration unit and gas pipes in removing the copper piping.

“The pipes are easily identifiable as they have serial numbers on the side. I would appeal for anyone with any information about this incident or the whereabouts of the piping to contact me as a matter of urgency.

“Since the theft, security has been improved on the site and neighbouring businesses have been informed of the incident.”

Anti-drink and drug drive campaign

Thames Valley Police launched its month-long annual summer crackdown on drink and drug driving on 1 June.

The campaign will focus on all age groups across the three counties of Berkshire, Buckinghamshire and Oxfordshire, focusing on young male drivers aged 17-29, who are consistently over-represented in drink drive casualty figures.

According to national research and analysis, young men in this age bracket ‘opt out’ of the current drink drive message because for them it means 'drunk' - they believe that having one to two pints is perfectly acceptable.

The campaign will also link with the European TISPOL police campaign during the second week of June, where all police forces across Europe will tackle drink-driving concerns.

Thames Valley Police will conduct random drink/drug drive checks at all times of the day and night during the month of June. Drivers will be asked to provide a specimen of breath in accordance with the Road Traffic Act 1988. Where there is no suspicion of alcohol, no moving traffic offences or involvement in a road collision, drivers will be offered the opportunity to participate in the campaign and provide a sample on a voluntary basis. We will explain the reasons for these checks to drivers and ask for the motoring public’s support.

During last year’s summer campaign, 2,721 drivers were breathalysed and 190 drivers provided positive tests.

Officers will also record additional information about those stopped, relating to what age bracket they fall into. This data will be provided to the DfT, who will analyse it to understand the level of drink-driving nationally and the correlation between age and drink-driving behaviour.

Superintendent Rob Povey, head of roads policing for Thames Valley Police, said: “Drink driving is now much more socially unacceptable, but there are still some individuals who continue to ignore the warnings. It is a very serious offence and people need to understand the gravity of their actions if they drink and drive. We are particularly focussing on the effect of driving the day after ‘a night out’.

A339 Road death women named

The women who was killed after being hit by a lorry on the A339 has been named as 57-year-old Rosemary Smith of Hutton Close, Newbury and worked at Sainsbury's.

The accident happened around on Friday morning(18/6) on the A339 southbound carriageway near the Robin Hood Roundabout.

Ambulace crews alerted at 7:18am and police arrived moments later closed the road to protect the scene.

Following the recent announcement by Eric Pickles, The Secretary of State for Local Government, that garden land is now reclassified as 'greenfield' and no longer as 'brownfield' (previously developed) land, West Berkshire Council is more confident about the protection of local gardens when planning applications for development are submitted. He has also removed the requirement of a national minimum density of building 30 dwellings per hectare.

Councillor Alan Law, West Berkshire Executive Member for Planning and Housing, said: "Taken together, these two changes will mean that 'local context' will carry much more weight when planning officers and Council members consider such applications.

"Importantly, it does not mean that a proposed development can simply be refused 'because it is in a back garden'. There is still no such planning reason for refusal, and it will still be technically possible to develop on some back gardens", continued Councillor Law.

"However, the weight of material consideration has dramatically shifted and local context, street scene, the 'feeling for the area' and local opinion as expressed in Design Statements and Parish Plans, will carry much more weight than they did previously."

Council funding for Newbury Corn Exchange agreed

West Berkshire Council has confirmed funding arrangements for the Corn Exchange in Newbury for the next three years

The existing agreement was due to expire shortly, so this new agreement will now allow the theatre to plan ahead with more confidence in its financial arrangements. The management will therefore be able to engage production companies and artists for the future programme of music, theatre, dance, film, comedy and visual arts.

Importantly, the security provided by this agreement will allow the Corn Exchange to work proactively with other organisations regarding possible future funding. The organisation has demonstrated an ability to do this with increasing success in recent years.

Gordon Lundie, West Berkshire Executive Councillor for Culture and Leisure said: "The Corn Exchange is an excellent venue which offers such a wide variety of performances and exhibitions. I am very pleased that we have been able to reach an agreement which gives the management the security they need while at the same time making a contribution to the Council's wider priorities for improving life in the district.

Lord Carnarvon, Chairman of the Corn Exchange Trustees said: "The Corn Exchange is a great asset for West Berkshire, and against the backdrop of challenging times we are glad to have reached an agreement with the Council that demonstrates a commitment to its ongoing work."

Nick Giles, Director of the Corn Exchange Newbury said: "With audiences of over 100,000 every year and our programme stronger than ever I am delighted to have reached this agreement. West Berkshire Council and Veolia Environmental Services - West Berkshire are encouraging residents to take their disused or broken electrical goods to the Newtown Road Household Waste and Recycling Centre to mark the start of the nationwide Recycle Week (21st -27th June), aiming to raise awareness of the availability to recycle your unwanted e-clutter and electrical goods.

Small electrical items like old kettles and mobile phones may not be top of the household sort-out, but research shows on average we all have at least three unwanted electronic items cluttering up the home – and that's before digging around in the cupboards. Last year alone 154 million small electrical products were bought in the UK, but only around 10% of this was recycled.

In addition, between 21st June and 19th July, anyone bringing an old electrical item to the site will get to vote for a local school. The winning school with the most votes will get a selection of energy-saving gadgets!

The Community Furniture Project operates a donation point at the Newtown Road Household Waste and Recycling Centre and will accept any electrical items from toothbrushes to household fridges. It will even accept broken items, as its staff are able to mend and safety test these goods, for sale in one of the two community furniture shops in West Berkshire. Any goods or parts of electrical items that are unable to be reused can be easily salvaged for recycling instead of potentially ending in landfill. A typical iron contains enough steel to make 13 food tins.

Kelvin Hughes, the Chief Executive of the Community Furniture Project, commented, "Here at the Community Furniture Project we work closely alongside the Council and Veolia to help provide greener waste and reuse services for the local community and divert valuable materials, including electrical items away from landfill."

Tracey Reilly, General Manager for Veolia in West Berkshire, said: "Our aim is to encourage as many people as possible to do their bit for the environment by recycling even more of their waste. In this case, our facilities at the Household Waste Recycling Centre allow residents to bring their old WEEE goods for reuse or recycling, making it easy for residents to increase recycling and send even less waste to landfill."

Hilary Cole, West Berkshire Executive Councillor for the Environment, added "Small electrical items are often forgotten about and end up in household waste bin. Working alongside Veolia and the Community Furniture Project allows us to start reversing this trend, working towards a Cleaner, Greener West Berkshire."

No parking charges for discovery centre

Feedback from local people has been taken into account and the Council has decided not to proceed with a parking charge trial.

West Berkshire Council has received an estimated 300 responses to a consultation on introducing an eight week trial of parking charges at the Nature Discovery Centre in Thatcham.

The views expressed by local people have been taken into account and the Council has decided not to proceed with the trial meaning all visitors will continue to be able to park free of charge.

This decision means that the need to find other ways of covering the cost of maintaining and running the Centre remains.

Hilary Cole, West Berkshire Executive Councillor for Environment said: "I would like to thank everyone who took the time to submit their views to our consultation. We understand the strength of feeling and have listened to the overwhelming response. There is still a need though to find some way of meeting the increasing costs of this important facility and we will now be looking at alternative solutions."

Shotgun found in a Newbury street

POLICE were called to St Michaels Road this morning after a member of the public finds a supicious package.

The drama began around 10:30am this morning(Thursday) when a member of the public spotted a black bag with a handle sticking out. The women immediately called the police who sealed off the area.

Thames Valley Police are now carrying out an investigation into the incident.

The accident happend on the southbound carrigeway, near the Robin Hood Roundabout.

Witness appeal following suspicious behaviour

Thames Valley Police are appealing for information after an incident in Pudding Lane, Brightwalton yesterday (16/6).

At around 8am, a seven-year-old girl was walking her dog when she was approached by a man who was driving a silver people carrier. He did not speak to or touch her but police are keen to speak to this man.

The man is white with a tanned complexion, in his twenties, of large build and with black hair and stubble. He was wearing a black waist-length jacket with a zip, black trousers and green trainers.
